Default Need Advise about Dog Abuse

My father in law passed away in Jan. this year. His wife of 2 years is a puppy mill
breeder, she had a boxer that she breed so much that it ended up with cancer and
was put to death. She has the male boxer, and two other dogs in a pen that is no bigger than 8 by 10. It is never cleaned out. She has another dog that is chained to
maybe a 3 foot chain. My husband and I gave my father in law a shih a poo puppy
for a companion because he lost his golden. This puppy came from a puppy mill, we
bought it to save her from being bred. She was to young to be fixed when we gave
her to him. His wife of 2 years, now has the dog. She plans to start breeding her now and would not give her to us. We were there this last few days to settle the estate. I am not bitter about anything with this woman over anything, my father in law had a will and things were fine for my husband and I. I just don't want the dog
to be bred to death, and of course the other dogs are in such awful conditions. It
makes you sick to see such abuse. I thought the dogs conditions when we were there for 2 weeks in Jan before he passed away and during that it was just because he was sick, but now I can see it isn't. Does anyone have any pull in the
state of Indiana about dog abuse? She lives in Muncie, Indiana. I don't want this
to be swept under the rug. So if anyone can help me, please let me know.
