I think many people are surprised to learn the amount of any refund from paypal depends entirely on the balance in the seller's account. That info is plainly stated on their site. It's also the reason that paypal requires that buyers on ebay post feedback before releasing the funds or baring that...holds the funds for 21 days.
The safest method of payment with paypal is one charged to a credit card.
