I was under the impression that PayPal was rather safe. It's not. I ordered something from a merchant, and was to receive it in 10 days. After a couple of weeks went by, I decided to contact the company. I could not reach them through their website, email address, or company phone number so I put in a dispute at PayPal. PayPal informed me that the company had till June 29 to respond.
Today I get a letter from PayPal saying,

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.
Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal. |

I decided to call my credit card company, and complain, and they said PayPal isn't allowed to do this, and they can't charge me for something I didn't receive, even the company "doesn't have the funds". Just wanted to share this information with others, who believe that all you have to do is put in a dispute, and remember too, the time limit on disputes is very short, so if you don't get something a few days after expected delivery dispute it right away. My credit card company is going issue me a refund, so yay for that company!
