I have heard that term used also when referring to Yorkies,...and I've wondered the same thing. Someone even referred to my Yorkie once as "a teddy bear Yorkie". From what I understand...they are referring to their faces. The fur on a teddy bear yorkie's face is just fuzzier and fuller than on others that might be more smooth and closer to their skin....slicked down and not fluffy. But I'm not sure that is the only thing that qualifies a Yorkie to be termed a "Teddy Bear". Most all of them look "fuzzy" to me when they are puppies and even adult Yorkies do when they're kept in a 'puppy cut'....which is my fav!~
