Question teaching boundaries...literally

Buddy gave me a scare the other day when he got out the front door as I walked to the mailbox and decided to stroll across the street to sniff the neighbors flowers as a car was coming up. We live on a rather small street, so people don't drive fast thankfully. We have let Buddy out in the backyard, and he usually stays in close proximity to us, but lately, he has been trying to run so that we have to go after him...it's a game to him. My 6 month old maltese(she always stays by our side,....but the flowers were too enticing that day) decided to follow him across the street the day that he got out...so my horror when the car came up and there go my 2 little babies across the road!! Anyways, we have been trying to teach Buddy that he can't go beyond the grass into the road when in the front yard (teaching stay) but have been failing miserably. It seems to be getting worse and worse. Any advice as to how we can teach him not to roam away from the yard? I've seen a neighor with 2 small dogs and they never step beyond the boundaries of their yard...and they don't have a fence! Thanks!
