I feel like in that case the self reinforcement - a delicious piece of human food - can be greater than what I can offer, which is a dog treat. I think the punishment of forcing his mouth open (not breaking his jaw or anything) is important to let him know that eating his discovery will always have unpleasant consequences. Thor totally calculates his odds when he finds something. If it's too big to swallow immediately, or doesn't taste that good, he'll Drop It and take a treat. Otherwise he dines and dashes. Little stinker.
