I think I see how this could work. You have some mellow, ambassador-type dogs. The key is that they don't constantly rotate from home to home - they stay with their owners most of the month, and then spend a few days with a new family. It would be like dog-sitting. A lot of breeds need relatively little human connection. This guy today was telling me that he can leave his Corgis alone all day and they don't care, as long as they have each other.
I can also see trouble with logistical issues - how do you vet the "renters", and what if one of your dogs bites someone - but in theory I think it could be a good thing. It would definitely give someone a real life taste of what it is like to take care of a dog.
