It can be a bacterial ear infection, or a fungal infection... both very common and of course could be allergic. It is very important for you to take her to the vet and ask them to do a test to find out what type of infecction it is....
the treatment is diferent and if you put the wrong meds you can make the problem much worse...
if it is fungal antibiotics will not help !!!
check the net for ear infections in dogs and you will find out more about the diferent types..
How do you know it is not ear mites? you can not see them ... the vet can check for that but we do not see ie naked eye
