When we are on a walk Loki will pee three times tops, usually only twice. When we let him out he stares at the sky and pees forever. I guess I'm lucky? He was neutered at 6 months. He doesn't even lift his leg. He's now 11 months old. It should get better after you get him neutered.
Also, I only give him a treat now when he comes back inside. SO if he pees twice while he's out he only gets 1 treat. Maybe that discourages it. I also only let him go to ONE spot. He doesn't get to sniff the whole yard first, especially when it's cold outside. He goes potty on command.
