I know that you can buy mesh netting for stairways or balconies in baby stores. A tennis net would also work. We have an open balcony. We bought cheap plastic garden fencing at Wal-Mart that is about a foot tall and cut off the stakes. Zip stripped them to the rails. It has saved me many a gray hair.
