I think I am familiar with feathering if it is taking your finger tips and running them back and forth just inside the lips as a baby/puppy is being born/whelped. Is this correct??

Yep! Kind of like tickling....if she lags behind, feathering can start the contractions again. You can go up a bit further, baby doesn't have to be being born. Now, at times you may have to dilate to assist in a pup passing.
