This story is really sad. I can't imagine what it's like to lose 2 babies in such a short time.
When I bought Duke, I did some research but being that NJ does not have any law about the age limit and I fell in love with him when I visited the breeder, the breeder (who I now know is a backyard breeder) kept telling me that if I wanted him, I had to pick him up or she'll sell him to someone else who really wanted him. He was around 7 weeks when I got him, which is very young. Luckily for me, I was able to take him to vet right away and got all his shots. Thank god he has been healthy (knock on wood). We have a very good vet who was very helpful when Duke was still small.
Anyways, so I know that as consumers/byers (for me he's my first pet) we are to do as much research as possible, but unless we know the in and out, it's difficult when you fall in love with a puppy and feel pressured.
The breeders though should be responsible and take responsibilities when they need to be, especially if they intentionally sold a sick puppy (not sure if the breeder in the story did).
It is tough, in this case for both parties as they both have legitimate reasons.
