I have heard of dogs getting a bald spot because of the hair being pulled tight. I would imagine it that is what happened, it should grow back. I would guess that if a dogs hair is anything like a humans, the only way for it to have been permanent damage is if the actual hair folicle/root had been destroyed...usually that takes severe trauma or exposure to electical current. (Like electrolysis.) You may want to watch for signs of dry flaky skin--it could be ringworm or another skin parasite/virus. (We had a dog with ringworm once.) Or, even though I've never heard of it happening on the head, it may be something called a 'hot-spot.' (Had a dog with this too...nasty spray medicine, smells like burned bacon.)
