I've found with different dogs, I've had to use different leads. Some neck pieces were just a bit wide. With dogs that do this, I've found that if, I hold them back a bit and I start off first, it forces them to walk with their head up and the neck piece is automaticaly higher.

In other words adjusting your pace....she's fighting the lead.
