I don't think I'm getting it
Is it that he is sniffing around and this STOPS him from peeing and pooping?
Or that it isn't pleasant because he's just sniffing around - period?

Because if it's the latter you're not going to get much improvement no matter what you do
A dog's purpose for going outside is a lot different than your purpose
both you and your dog end up getting the same thing .... and that is having him relieve himself outside
But he's doing it to leave a scent marker for other dogs
and that's what he is sniffing out .... he's reading the street for all the other dogs that were there recently
