I also think its odd the vet would recommend that. In my experience though, when a dog bites into kibble, the point of the tooth penetrates and shatters the dry food, and doesn't do much for wiping away tartar on the bottom of teeth. It does help a little but its something I would keep an eye on. Speaking of tartar though, smaller breed dogs often have more crowded teeth, providing areas where plaque and tartar easily accumulate. The canned food is really bad for tartar build up. I'm not sure what it is in the canned food that causes it though.
