I agree with the majority here, walks are the key. Any activity where it's just the two of you would be great. From what you've said it sounds more like he has trust issues then anything else. He doesn't know how to bond with you, and when you try to play with him he might not know how to act. It's pretty common when pups weren't socialized properly. It sounds like you're doing well, but just keep trying and don't give up on him or get too frustrated. I'm sure he adores you, he just doesn't know how to show it yet.
