This is why good shelters release to rescue. So that they are placed properly and don't end up back in the system....they need to be out of the shelter for a minimum of two weeks before you can even come close to evaluating their needs.
The goal should be placing the pup in the home best suited to his/her needs...not just any home that wants a pup. It is quite a different story placing a puppy as opposed to an adult that has already been hurt by life and life's bs and stupid people.
