My Vet used to have this option but now it is mandatory. They have done surgeries in the past without running the tests & then the kidney would fail the next day. Those tests are taken to make sure that our babies are healthy before the surgery so there are no complications during or after the surgery. I would definitely do it so that you know everything is working properly before surgery. Good Luck!!
