Poor little guy sounds like he was never socialized. Sitting on the floor at his level is a great idea. Keep a few treat with you but make sure they are something really good. Try a little (tiny pieces)chicken, cheese or even Cheerios. Some pups just do not like hard treats. When he comes over to you do not reach out to him, allow him to come to you. Little by little he will learn to interact with you. Do you have any other pups at home? He would probably do really well if he had a well socialized brother or sister to live with. Do this often and always speak in a low and quiet voice. If you are giving more treats understand that he will be eating less food at meal time. Are you free feeding him? If he is nibbling a little at a time this might be the reason the he does not seem to be eating enough. When he does respond to you with the treats be aware that it will seem like he is eating even less. Once he gets more comfortable with direct human contact you will see how the puppy will state to come out. It took months before my Bogey would even touch a toy. Now he is like a wild man when it comes to playing. What type of food are you feeding? Is it kibble or canned and also what brand of food? He just might not like the food that you have and changing food might help.
