To answer your question , licking and affection generally can show submissiveness, and it definitely shows affection. Thor is actually scared of smoochy noises, so it's not entirely cut and dried for dogs.

If you're having trouble getting your dog to pay attention to you, making her work for affection could help, otherwise I wouldn't worry about it.
