Personally I would not make him sit there until he goes. Just take him to the pad often and if he goes give him a treat. You just have to supervise him at all times in the house so you can catch him if he makes a mistake. If he makes a mistake and you catch him in the act just calmly say no and take him to his pad. If you find pee or poop after the fact, do no punish him. He will not associate unless he is caught in the act. Housebreaking is a hard job and will take a lot of patience on your part. He is a baby and he does not know what to do, it's all up to you to teach him. When he can not be supervised you should put him in his crate or xpen so he doesn't have a chance to pee and poop around the house.
