She is so young, if you keep putting them on for small periods of time it could get better try a dress for 15-20 mins a day for the next two weeks and then try a hair tie (try keeping her hair up for awhile before adding the bow) for the next two weeks and go from there. You can do either or first but try for short periods with rewards to distract her from the dress or bow.

BTW- Some poochies wont wear dresses or clothes with sleeves, try something loose and without sleeves that may help.
