Yes, a carcinogen is an any agent that cause cancer, but chlorine is not one of these agents. Here are a link with a list of agents.

Notice that chlorine isn't on the list. Vinyl chloride is on the list, and it's a totally different substance. Similar sounding chemical names should not be confused.
