Sixty dollars sounds like a lot to me. There are many good books you can buy for much less. You are right, praise and reinforcement are the way to go, you should never use pain, or aggression, as the dog will become more aggressive. I like Cesar Millan's theories, on dog/human relationships, and I think if people truly understand Cesar, they will learn what "assertive" means, and it's very different than aggressive or passive. Neither of which are good when dealing with dogs or human beings for that matter. He really isn't a dog trainer, but he better at rehabilitation of poorly trained dogs.
I've heard that many people are happy with Victoria Stillwell techniques and say that she's a good trainer. She explains how to properly use reinforcement and praise to modify behavior. Amazon is a great place to buy books; they have great prices on used. I'm not a fan of infomercials, and I believe that you can get the same information lots of different places. These things are not a secret and there is more than one way to teach a dog, but it's important to really understand some of the concepts, and you can create your own training plan if you want.
