Just like a child needs to be taught going out in public and meeting people so does a little puppy or a dog

I'm going to go out on a limb here and guess that she was taken from her mother before 12 weeks of age
For some reason the last few weeks with Mom shows the pup how to act in social situations
Now you'll have to make up for lost time
What you will have to do is not interact with her when she is acting this way
No acknowledgement when she jumps up
when you are walking her you have to do the turnabout
which is when she sees something and gets excited .... you immediately stop - turn and walk in the opposite direction
when she calms down you can turn and go back
