If Libbie is a puppy you might be dealing with puppy mats and even with daily brushing, she will still get them. You'll just have to be diligent about brushing/combing out everyday until the fluffy puppy stage is over.
If she's an adult, it's like others have mentioned, daily brushing, not on dry hair and Deb is right, the wooden pin brush is the best.
