I personally don't think the breeder needs to do a home check as much as a puppy buyer needs to do a home check. A breeder could get job references and vet references could be informative, as you could learn how well the person has cared for other dogs. A breeder wears many hats, and each step you take in producing a healthy puppy, and providing it a future home is so important. Pity the poor lab breeder who has to find homes for 12 puppies. Yorkie breeders don't have it near as bad.
