I wouldn't use pepper spray - It could blow back into your face or hurt your dog - like if you had to spray it at your dog and another dog to break up a fight.

Premier makes a product called Spray Shield. It's a citronella spray. It's the same thing they use in the spray bark collars. It's around $10 and last I checked they sold it at Petsmart and you can definitely get it online!

By the way I've seen it in action. It just makes the dogs sneeze a lot. At least if it was a neighbor's dog or something, and you weren't sure if they were going to bite but you were scared, they wouldn't be mad at you for hurting their dog. It wears off in about 2 minutes.
