I'm kind of surprised that your vet just brushed it off and attributed it to worms-- scooting is most often not related to worms at all. Anal glands can cause some serious problems if they need to be expressed but are not taken care of-- they can become infected, impacted with material, or even rupture. I've seen some pretty young pups have trouble with their glands too-- it isn't just an older dog thing. I'd honestly probably be looking for a different vet.
