rry you are having this problem. It does seem to me that your 7 year old has become "top dog" around you and the younger one realises this and resents it.
Two dogs that fight is a real problem. They each have their own personalities.
Can I ask have you witnessed them with someone else together to see if they react the same. ? I am wondering if the problem is you (in a nice way ofcourse) that the older one is jealous. If they respond the same when in the company of someone else and you are not there..then I think it is going to take a lot of real training to sort it out.
I have always had 2 Yorkies..My first Yorkie was 2 when I had a second pup..He didn't like it at all at first and showed slight aggression to the pup..but it soon sorted itself out..
