I can be wrong, but to me it means that her dog can set himself up with all four feet in the right postition and ready to be judged. Some people use "Happy Feet" to help train their dogs to stand correctly, so when you stand them on the table or in the ring floor the dogs can stand with their feet in the correct position (spaced out right) without you having to reposition them.
