Default Collar/harness/leash training my puppy AND quitting biting.

My little baby, Ollie, is such a sweet heart right when he comes out of his kennel..he acts like a perfect little angel..for about five minutes. Then he gets into this little mood of biting feet, socks, shoes, my hands, legs, and sometimes even my face! It starts hurting and getting very, very agitating. I tell him "NO!" as firmly as I can and he completely ignores it. I try the "ackk!" and he usually ignores that as well. Clapping my hands gets his attention but he goes right back to it after that. I usually end up completely annoyed and I put him in his kennel for a while. A few days ago I tried a training technique I saw on animal planet. I would stick him in his kennel for about 5 seconds when he bit and then take him out and if he bit again, then I'd repeat it. It was a very long and tedious process and ended up not helping at all.

Sorry if that was long.. PLEASSEEEE help me! He'll be 3 months on the 30th.

Also! I'm having the hardest time collar/harness/leash training him! If I put a collar on him while we're just in the house he scratches at it and tries biting it off. He ends up ignoring it until he has nothing to do and starts again. Then, if I try putting a harness on him he goes BISERK. He starts off not even letting me put it on all the way. He'll bite it so the front is just in his mouth and he'll go crazy getting it off.
Then..with the leash.. I tried everything. I recently tried just putting it on his harness and letting him run around outside. He forgets about it after a few minutes but then he'll stop, chew on it, or just simply walk himself!
