There is probably two things that are going on
First is that anytime there are two dogs put together there is a power struggle as ti who is first and who is second
Usually this takes place under the radar and they slip into their proper roles
But when it's close and they can't seem to figure it out
Mayhem ensues
The other thing is who gets possession of you
Your older dog sounds like its taken on the role of guardian
which will cause problems with any dog around you
you need to show your dogs that you are the guardian and not them
