I don't really know that much about STD's I've read a little on the breeding forum, I just know dogs are more likely to get lost if they are looking for dogs in heat. Is he intact? Has he had a vet check yet? I agree with you about shelters, when I lived in CA. they did allow you to call and leave a description and your phone number of a dog you found. I didn't mean to imply you haven't done your best with this, I'm sorry. Best of luck with this.
