My question is are golf carts allowed on the road where you live? Up here in Maine to drive on the road you need to have plates on the vehicle, and a current registration. So I would have also called the cops, as they were driving illegally on the road.

Its not legal, but we live on a golf course so there's tons of them. The police just look the other way.
