You want to be careful about Destin. The county has a strict dog policy. Any dog, even tourist's dogs, must be registered to be out on the beach and even then they are only allowed during certain hours.
Panama City's dog beach allows dogs all hours with no lisence. There is also an outdoor shopping center nearby that allows your doggies.
