I think maybe once he drops something, put it away, or if it's trash or something throw it away so he can't "scam" you again.
I think what you're teaching him is like "trade". if he has something you don't want him to have, give him something that's even better, and he'll drop thing #1 and you give him thing #2 as the treat.
