PLEASE, don't lie and say that
YOU were attacked. From making such statements this could possible bring the end of theses dogs lives.
I assume you just want their owner to be a responsible dog owner and leash his dogs when they are outside. Please, don't fault the dogs for the owner's ignorance and lack of training.
If your animal control is run under your local police department call the pd and complain to the Chief / Sheriff that animal control isn't enforcing the leash law (if you have a leash law that is). If not the pd then try your city manager or your county administrator.
In the mean time, I would carry the dog mace too.
