You might just need to hold the leash tighter for now, so she doesn't have enough slack to get it under her leg. We use these harnesses exclusively where I volunteer, and I agree they can be a little awkward when the dog doesn't know to walk beside you... which is the whole point of using them. They do take a little getting used to.
