If she had this done by the vet, could be a money issue, if she does the tails herself, then I don't understand.
Since I do the tails and claws myself, I don't have to take them into the vets and risk having the pups exposed to anything. I'd much rather do the dew claws, it's easier than doing tails, blood is stopped with a medical syptic stick. Most yorkie pups are born with the front dew claws, it's very rare that they have the hind ones too. The trick when doing the dew claws to make sure you get down far enough to inhibit regrowth.
