If it's happening while you're home, my best advice is to wear her little butt out by taking walks and playing. Just play and play and play. Also, change the pad every time she goes on it and then praise her and distract her from it by playing with her.

Its normal puppy play. You need to check her in the act and tell her "NO" and give her something you want her to play with. Good luck
