Your breeder also placed a pup at 8 weeks old--WAY too young. It can be deduced from the information you have given that your breeder may not exactly be the most ethical being. A small dog that young could easily have serious issues with low blood sugar if food is withheld for long periods of time.
As far as potty training, your dog is quite young. It takes time and being persistance. This is just part of raising a pup--sounds like neither you or your mom thought this through very well. You both seem to have some pretty unrealistic expectations for this little guy.
Maybe a different form of training would better suit you and your guy? Reserach some different methods and see if there is one that would work out better for you all.
