I would not ever expect an 8 week old pup to not have accidents, just like I wouldn't expect a 6 month old child to be potty trained. I also think no food or water after 5 pm is a little extreme. Little toy breed pups are so prone to hypoglycemia. Even if you get up at 6am to feed, thats 13 hours with no food or water. You wouldn't withhold food from a baby for that long.
