I had this same problem with my maltese when we got her. We just taught her like you would a human child...one step at a time. I would gently hold her, and place her front paws down on the step, then her hind legs...one step at a time...one set of paws at a time. Don't worry, the older and bigger he gets, the more confident he will become.
