It's a urinary tract infection. If you suspect this and aren't sure you should take him to the vet. If that's what it is he'll be put on medicine for it. Roxie has been difficult to train too. But now that it's nice outside again it's going better. I know that sometimes if it becomes a big problem you pretty much have to start all over with potty training such as crating when your not there to take him out every 30 mins or so. I know that Archie has posted great advice on this topic so she'd be a great person to consult with.
