Some states try to pass this type of legislation, and some make dog ownership licensing requirements much cheaper if you spay and neuter. Most people, in this country, don't like a lot of laws, we like as few as possible, I mean we are the land of the "free" aren't we? If we were all pretty thoughtful, honest, considerate, and smart, we wouldn't need so many laws.
By the way, most hobby breeders, including those who show, are not "licensed breeders" only commercial breeders are licensed in most states.
