Part of the reason may be that some dogs carry hookworms and if the dog has a BM, even if it is cleaned up, worms could be left behind and if people step on it, they can get them. So I think the whole barefoot thing with dogs is a concern. That's my understanding anyway.

It is a bummer though.
It would be much more fair to have certain areas on most beaches just for dogs.
