I forgot to add, I already checked the city websites for Seal Beach (where I wanted to go) and Newport Beach. Seal Beach was a little confusing and a lot of digging, but I think I got a definite "NO DOGS" from it. Newport is SUPER confusing and doesn't really give that info.
And what's up with the time restrictions???
