Maybe next time you take her try holding her for a bit and watch what activity is taking place. When and if you feel that it's safe to let her go without any threats present you can put her down.

Plus I know what you mean about being so upset when something makes your baby unhappy. I worry so much about this little dog being happy at all times and when something in her world is out of sorts it breaks my heart. They're such big spirited little dogs and you don't want anything to break that.
